U.S. sanctions bar two Mumbai firms from U.K. waters and tankers in Iran's shadow fleet, forcing a wind-down by October 23. The action targets handlers plus 19 vessels, trimming—not ending—a still-partly-intact network of some 173 unlisted Iran-linked tankers.
