The commission's figures are modeled projections of burden averted to 2100, not current death tolls, and its split between the two extinction-level threats and the other 15 comes without published probability arithmetic.

Brazil's CBS and IBS are already charged on goods invoices since Aug. 3, 2026 and services since Oct. 1, under a combined rate cap estimated at 26.5%. A provisional STJ liminar keeps CBS out of the ICMS base, but IBS remains split across states, municipalities and the Comitê Gestor.
