- Description: NuScale's June 2026 revenue fell 99.1% to $75,000 after Fluor's RoPower engineering phase ended with no billable scope behind it. The Romania and TVA/ENTRA1 projects remain development work, with no binding contract signed and no deployment expected before the early 2030s.

NuScale Power reported $75,000 in revenue for the June 2026 quarter, down from $8.05 million a year earlier. The small modular reactor developer still has no signed commercial contract, and its stock traded at $8.66 on August 18, 2026.

### What Broke

Nothing failed in the field. NuScale's 77-megawatt module design holds the only U.S. Nuclear Regulatory Commission small modular reactor design certification. The RoPower project in Doicesti, Romania, and a Tennessee Valley Authority arrangement pursued through ENTRA1 Energy covering up to 6 gigawatts across seven states remain active development work.

What hasn't happened is a signature. No binding commercial agreement exists for either project. NuScale doesn't expect commercial deployment before the early 2030s.

The revenue gap follows from that. The June 2026 quarter's $75,000 compares with $8.05 million a year earlier, a 99.1% decline. Operating loss was $64.0 million, and free cash flow was negative $58.6 million.

### Why the Pipeline Didn't Convert

SMR developers depend on utilities and industrial buyers signing long, capital-intensive agreements before construction starts. Those commitments fund hiring, licensing work, and supply-chain orders. Until a memorandum of understanding becomes a contract, the company keeps paying for engineering and regulatory work while billing almost nothing.

NuScale's own disclosures point to a specific trigger in the August 2026 accounts: completion of Fluor's Front-End Engineering Design Phase 2 work on RoPower in late 2025 left no comparable billable scope behind it. When that engineering phase ended, the revenue attached to it ended too. Fluor, an early investor, finished monetizing its stake in April 2026 while keeping a contracting relationship with the company.

The cash side moved differently. NuScale reported $1.9 billion in liquidity, up roughly $900 million, after $984.5 million in net equity proceeds in the first half of 2026\. The company also filed on August 11, 2026, to sell up to $750 million more in shares through an at-the-market offering. Share count grew from 318.5 million at year-end 2025 to 410.4 million by June 30, 2026\. Insiders sold on net over the prior 12 months.

The dilution is the trade: cash to keep licensing and design work running, ownership spread across more shares. NuScale's stock fell 6% to $8.66 on August 18, 2026, the day the revenue figure and the share-sale filing landed. Oklo fell 5% the same stretch, BWX Technologies was roughly flat, and Fluor rose 38% — pre-revenue reactor builders separating from mature nuclear businesses, though one trading window doesn't isolate what caused any single move.

### Where Survival Stands

Fluor's exit and the share sale added selling pressure, but neither explains the missing contract. The company has raised capital, cut its five-year outlook, and kept licensing and design work moving. None of that converts an announced project into booked business.

The unresolved item is a definitive signed agreement — the Romania contract or the TVA arrangement through ENTRA1\. No date is set for either. NuScale's next financial update is expected November 5, 2026, covering the September quarter.
