# Irish public sector strike escalates as pay deal expired

- Description: The prior collective pay agreement expired on 30 June, and no interim mechanism exists between an expired deal and a signed one. That gap is what work-to-rule exploits: hospitals stay open, but the discretionary layer above minimum cover stops.

Ireland's public sector dispute moved from ballot to calendar. Work-to-rule involving more than 100,000 workers began in the week of September 30, a nationwide strike day is set for Wednesday, October 14, and unions have scheduled a 21 October strike "if required" — meaning if the first day doesn't resolve the dispute. Reported as the first strike of its kind since the 2009 financial crisis.

The practical effects showed up faster than the negotiating positions. Teachers, nurses, doctors, dentists, lecturers, paramedics, firefighters and civil servants are all in the action. So are the services they keep running: emergency hospital departments, fire and ambulance services, driver theory tests, the national car test, commercial vehicle roadworthiness testing, and National Driver Licence Service offices.

### The mechanism, not the megaphone

The chain is boring and that's the point. The previous collective pay agreement expired 30 June 2026 after offering a 9.25% general increase plus a 1% local bargaining fund. Unions wrote to Minister Jack Chambers saying there was no basis for new talks without a concrete government offer — a letter, reported October 1, that preceded the escalation. The government's position, attributed to Chambers, is that unions moved to industrial action rather than substantive negotiation; he cited Budget 2027 provision for a new agreement as the opening the unions declined to use. Talks on a successor haven't formally begun.

One clarification on the money: Chambers' "very significant allocation" for public sector pay was announced ahead of the budget delivered on 5 October, after the work-to-rule had already started. It was a stated intent to fund a deal, not an offer on the table. On 12 October a government minister said the major strike could still be avoided, without a figure attached.

So the missing control step is structural: there's no interim pay mechanism between an expired agreement and a signed one. Work-to-rule doesn't stop a hospital. It stops the discretionary layer above the minimum — the rearranged cover, the squeezed-in appointment, the pre- and post-school supervision teachers have now withdrawn, the staff meetings and formal parent-teacher meetings skipped outside school hours.

What that looks like in practice: disrupted early drop-offs and late collections outside school hours, withdrawal of pre- and post-school supervision, and non-cooperation with Croke Park hours in some schools. INTO and ASTI both started their work-to-rule on Monday, 5 October, after the action began the previous week. INTO General Secretary John Boyle warned of increased action if the government's mindset stays unchanged by the end of the month. IFUT's ballot closed with 92.5% in favour, with one-hour action on 5 October and 24-hour strikes on 14 and 21 October. TUI began its action Monday, 12 October. The Irish Dental Association strikes on 14 October for the first time in its history.

Without a bridging mechanism, the fallback isn't a temporary deal — it's withdrawal of the goodwill that keeps marginal capacity alive.

### Why the money argument hasn't moved

Fórsa's ballot on 4 August returned 96% for industrial action on 72% turnout among 90,000-plus members — a real mandate, though one union's members aren't the whole 100,000-plus workforce. The Psychiatric Nurses Association started work-to-rule 1 October. The stated drivers run the same direction: average public servant pay fell significantly behind prices over five to six years, per union claims, and the June-expired deal didn't address cost-of-living pressure. Trust is listed by unions as limiting negotiating momentum — a characterization by those involved, not a measured finding, and it should sit next to the numbers rather than above them.

Strike days are 14 and 21 October. The 21st is conditional. Read any resolution date as an outlook attached to a process, not a scheduled outcome.

### What the disruption costs, and what's still open

Reported impacts are concentrated in scheduled care and schooling: reduced instruction time, delayed supervision, shortened HSE duties, and potential interruption to schools, public parks and hospital appointments. Business interruption costs for activity-dependent small enterprises are a flow, not a stock — they keep running while the action does.

The counterevidence is worth keeping. No substantial police restrictions are reported as enforced. The more alarmist hospital scenarios are framed as risks, not confirmed events. Garda Síochána, An Post and the ESB appear in surrounding material as part of the public-service footprint, but their operational status under the action isn't established here — don't read them in as struck assets.

The decisive unknown is whether a concrete pay offer — a figure, not an allocation line — lands before the 21st. That's the only lever that changes the arithmetic: expired agreement plus eroded real wages plus a first strike since 2009 equals a standing disruption that renews on a calendar rather than a decision.
